Road Policies and Procedures

Beaufort County has two Policy Statements that apply to road acceptance into the County road system. In order for a private road to be accepted into the County road system, it must meet the criteria outlined in Policy Statement 15 and Policy Statement 17. Please review both statements before applying for road acceptance.

Policy Statement 15: July 28, 2003 - Policy for Working on Private Roads (Revised September 10, 2012)

Policy Statement 17: October 28, 2013 -The Policy for the Acceptance of Private Roads

If a road satisfies the qualifying requirements listed in the policy statements, then the property owner(s) of the private road may submit a Road Acceptance Letter to the right of way manager requesting the acceptance of the private road into the County road system. The Road Acceptance Application needs to be completed once the right of way manager has received the written request for the County to accept the private road into the County road system.

Once the “Road Acceptance Application” has been properly completed by the property owner(s) of the private road, the right-of-way manager will prepare an Agenda Item for the Public Facilities Committee, which includes a Public Works road cost analysis for repair and maintenance of the road and drainage system. The Public Facilities Committee will evaluate the application and supporting information, and vote on whether to accept the road into the system. An affirmative vote by a simple majority of the Public Facilities Committee first and then County Council is required for road acceptance. 

If a road is accepted into the County Road System by County Council, the right-of-way manager will prepare and mail a right-of-way deed requesting a 50’ right-of-way to the property owner(s). The deed(s) must be properly executed and returned to the right-of-way manager before the road will be included in the County Road System.
