Future Arthur Horne Wetlands Park Enters Design Phase

Beaufort County Stormwater has entered the design phase for improvements to the Arthur Horne Wetlands area. The wetland system, located between Camelia Road and Ivy Lane in Port Royal, once functioned as stormwater mitigation; however, it was damaged by Hurricane Matthew in 2016 and has not recovered. The intended water flow path was interrupted by downed trees and clogged with debris.

This wetlands restoration capital project has been planned since early 2021, when County staff applied for a federal grant to cover design and construction costs. With federal funds now on hold, Beaufort County is moving ahead with funding project design out of the Stormwater Utility Fund. Restoring these wetlands will require coordination and permitting across local, state, and federal agencies, presenting a unique opportunity to improve the site for all.

"Our goal with this project is not simply to solve a drainage problem," said Taylor Brewer, Beaufort County Stormwater Manager. "This is an opportunity to create both native habitat and a beautiful community amenity while solving stormwater issues. We're very excited to announce that Ducks Unlimited is an official partner on this project, and we look forward to working together to improve the watershed."

When complete, the Arthur Horne Wetlands Park will reduce pollutants and the risk of flooding to the area while promoting healthy ecology. A community meeting is being planned to engage local stakeholders, area residents, and neighbors. Public input will be crucial in ensuring this project is designed thoughtfully and thoroughly.
