Highlights and Actions: Finance, Administration and Economic Development and Public Facilities Committees; Special Called Natural Resources Committee Meeting

The Beaufort County Finance, Administration, and Economic Development Committee met Monday, followed by the Public Facilities Committee, and a special called Natural Resources Committee Meeting.
Below are some agenda highlights from each meeting.
Finance, Administration and Economic Development Committee
Finance Report
Finance Director Sandy Novak gave an update on general fund expenditures and enterprise funds as the fiscal year winds up. Watch her presentation here.

Agenda Items
The committee voted to move the following ordinances, resolutions, and contracts forward to full Council for discussion and a vote:
• Audit Firm Engagement Letter
The committee voted to award Mauldin & Jenkins a 5-year contract for Auditing Services
• An ordinance to appropriate funds for the 2017 Series General Obligation Bonds to Station 34 Joint Fire/EMS Station
These funds would cover shortages related to the station construction including a generator, mold remediation, firewall upgrades and IT-related issues.
• An ordinance to amend FY27 Budget Ordinance to carry forward purchase orders and funds for unfinished projects
• An ordinance to reallocate the remaining American Rescue Plan Act (ARPA) funds
The funds previously allocated to Daufuskie Island Ferry will be reallocated to Hilton Head Island Airport for terminal and hangar expansion projects. Due to legal issues impacting the ferry, funds are not allowed to be spent, however they can be reallocated to existing projects.

Public Facilities Committee
Assistant County Administrator Report
County Engineering Director Bryan Bauer gave a brief update on personnel hiring to fill crucial department positions.
Presentations
Stormwater Utility Fee Study and Restructure
County Stormwater Manager Taylor Brewer and Hal Clarkson from Woolpert outlined proposed fee increases and restructuring. They reviewed the factors taken into fee calculation with one of the most important being increased demand and due to population growth, the need for additional infrastructure. The study overview was presented to the committee, with materials in the back up documents for further review, and the will be presented to the Stormwater Board. Watch the presentation here.
Former GlassWRX Facility Due Diligence Assessment for Potential Acquisition
County Director of Facilities Frank Stroncheck and County Director of Public Works Bradley Harriott gave a brief update on research and due diligence being conducted on the former industrial facility. It's 83, 960 square feet, , sits on 35.7 acres, an existing Class A office with lab, production, loading, storage, heavy power, natural gas, etc. The property is being considered for purchase by the County--$7.15 million--and would allow Public Works, Mosquito Control, Stormwater and Facilities to relocate.
The committee voted to approve a request that staff formalize the LS3P associates' due diligence proposal with scope, discipline, schedule, deliverables, true fee amount, and then return the item to Council.

Natural Resources Committee Special Called Meeting
Agenda Items
A Resolution authorizing the County Administrator to execute the documents necessary and to provide funds to contribute to the procurement by the applicant, the Town of Hilton Head Island, for the acquisition of fee simple real property located on Hilton Head Island, known as the Broad Creek Marina Tract
A Resolution authorizing the County Administrator to execute the documents necessary and to provide funds for the procurement by the applicant, The Nature Conservancy, for the acquisition of fee simple real property located in the Town of Bluffton, known as the New River Forest
Green Space Committee Chair Mike McShane presented both items to the Natural Resources Committee reviewing the committee's additional efforts to review the information and provide the requested back up. Both items were previously sent back to Green Space Committee for further due diligence. This special called meeting was held so that committee members could review the property appraisals prior to the items coming back to Council at the June 22 meeting.
Green Space Committee met last week to review the project, reviewed the due diligence and voted to recommend the the funds to purchase the tracts of land. Broad Creek Marina Tract will be purchased with funds from the the County and the Town of Hilton Head Island who filed an application through the Green Space Program.
The New River Forest Tracts, part of the Managed Forest within Palmetto Bluff and along the New River, would be purchased through the Green Space Program, and will remain a managed forest in perptuity.
