The Beaufort County Finance, Administration, and Economic Development Committee met Monday, followed by the Public Facilities Committee. Below are some agenda highlights from each meeting.

Finance, Administration and Economic Development Committee

Consideration of Port Royal Business Park
Mayor Kevin Phillips, Town Manager Van Willis and Lawrence Flynn of Pope Flynn, LLC gave an update of the development and funding request. Funding would come from the school district, Beaufort County and the town of Port Royal. Watch the presentation here.

Year-To-Date Budget Update
Finance Director Sandy Novak gave an update on general fund expenditures and enterprise funds as the fiscal year winds up. Watch her presentation here.

Agenda Items
The committee voted to move the following ordinances, resolutions, and contracts forward to full Council for discussion and a vote:

  • Administrator Michael Moore gave a budget presentation regarding the funds appropriated to the General Fund to fund County operations. 
  • An ordinance to provide for the levy of a tax for school purposes for FY 2026/2027
  • An ordinance to appropriate and issue refund of impact fees for Garden Oaks Apartments affordable housing development
  • Two contracts were awarded to Dominion Energy for Electric Vehicle Chargers at the County Administration Building and Buckwalter Recreation Park

The following item was postponed until the next committee meeting:
A resolution to award FY26 Local 3% ATAX grants

Public Facilities Committee

Assistant County Administrator Report
ACA Jared Fralix gave project updates on the following projects:

  • Melrose Landing
    The dock and pier are almost 95% done. Parking lot improvements are completed, the floats are still being worked on, and the walkway is still under construction. Work on the covered area where passengers wait is still being worked on as well.
  • Bryan Bauer gave an update on Hwy 170 traffic signals timing at Oldfield, at SC 462, and Argent Boulevard. Seasonal timing is coordinated between all three signals in a short distance.

Presentation: Cooler Tract and EMS Headquarters Station
ACA Jared Fralix and County Facilities Director Frank Stroncheck presented an update on the Cooler Tract and EMS Headquarters Station. The need is growing to match increased demands from the community. Design plans are in progress for a long term public safety campus including EMS headquarters, E-911, Sheriff's Office, Evidence and DNA Lab. The project is expected to take 6-7 years and will continue to meet future County growth and public safety response needs.

The committee voted to amend the agenda and change the order of items, and then move the following ordinances, resolutions, and contracts forward to full Council for discussion and a vote:

• An ordinance amending Beaufort County Ordinance Chapter 102 Waterways
• An ordinance providing for a 2026 Transportation Sales Tax Referendum: $780 million to be collected over 8 years
• A resolution for a third addendum to the MOA with Town of Hilton Head Island for St. James Baptist Church Relocation Project
• An MOU with SC DOT for an encroachment permit regarding the "Welcome to Beaufort County" signs

Contract approvals
• To D. Anderson Construction for construction of Saint James Baptist Church and relocation of Cherry Hill School
• To TK Builders for Scott Community Center renovations
• To Jarrell Brothers for Bay Pines Drainage Improvements
• To Nix Construction for upgrades to Station Creek Boat Landing
