Highlights and Actions: Finance Committee, Public Facilities and Safety Committee and Beaufort County Council Meeting

The Finance, Administration, and Economic Development Committee, Public Facilities and Safety Committee and Beaufort County Council met Monday at Hilton Head Island Branch Library and here are some highlights:

  • County Chief Financial Officer Pinky Harriott gave a finance report update. Watch her presentation here.
  • County Procurement Director Dave Thomas gave an update on County Purchase Cards, and a new Purchase Card integrity program. Watch his presentation here.
  • County Human Resources Director Katherine Mead addressed current employment vacancies and attrition rates. Watch her presentation here.

The Public Facilities Committee met Monday immediately following Finance, Administration, and Economic Development Committee and below are some highlights:

  • Resolution to accept funding pursuant to SC Act 226 FY 24-25 State Appropriations Act in the amount if $1.2 million for Alljoy Boat landing
  • An ordinance authorizing the County Administrator to execute any and all necessary documents for transfer of right of way back to property owners
  • Approved task order to JH Heirs Construction for Hickory Hill Drainage Improvements
  • Approved task order to JH Heirs Construction for Tuxedo Park Detention Pond Rehabilitation Project
  • Airport Capital Improvement Program List for Beaufort Executive Airport   
  • Airport Capital Improvement Program List for Hilton Head Island Airport    
  • Approved task order to JH Heirs Construction for services to repair the drainage system at the Charles Lind Brown Community Center
  • Approved contract award to Beaufort Construction for Bluffton Community Center renovation                       

The Beaufort County Council met immediately following the Public Facilities and Safety Committee meeting Monday afternoon. 

  • Third reading of an ordinance amending the Community Development Code to allow lodging, short term rental in Dale Community
  • Third reading of an ordinance authorizing the County Administrator to execute necessary documents to accept right of way or temporary construction easements for Stuart Point Road sidewalk project
  • Second reading of an ordinance placing land purchased by Project Micro into an existing multi-county industrial park
  • First reading of an ordinance conveying property to Beaufort Memorial Hospital for the development of affordable housing and medical offices in Bluffton
  • Resolution authorizing the County Administrator to execute documents and provide funds to the Town of Hilton Head Island for Jonesville Road tract
  • Resolution to accept funding pursuant to SC Act 226 FY 24-25 State Appropriations Act for $1.2 million for Alljoy Boat Landing

Matters arising out of Executive Session: 

  • Pursuant to legal advice related to pending litigation Cheryl Munday and Margaret Devine v. Beaufort County Detention Center:
    • a.) Council voted to authorize the Deputy County Attorney and outside counsel to negotiate a settlement with the terms discussed in Executive Session
    • b.) Council voted to have the Deputy County Attorney and outside counsel negotiate a settlement agreement with the terms discussed in Executive Session in the case of Beaufort County v. SCIRF
  • Pursuant to legal advice relates to pending litigation Sandra Scheper vs. Beaufort County Parks and Recreation: Council voted to accept the settlement agreement with the terms discussed in Executive Session

The next Finance, Administration, and Economic Development Committee meeting will be Tuesday, February 18, at 2 p.m.

The next Public Facilities and Safety Committee meeting will be Tuesday, February 18, at 4 p.m.

The next regular County Council meeting will be Monday, February 10, at 6 p.m.
