Beaufort County Releases Revised Legal Report of Property Purchase

November 26, 2024—In the interest of continued transparency, this report has been revised to correct a timeline event inaccuracy and to clarify language. The conclusions and recommendations of the report remain unchanged.
November 19, 2024—Beaufort County is committed to maintaining transparency and accountability with the public. In response to allegations of potential impropriety regarding the purchase of 20 Barrel Landing Road, County Administration initiated an independent legal review of the matter and notified law enforcement. The legal review has now concluded, and the report is being made available to the public in the interest of transparency.
Michael Moore, County Administrator, shared about the process: “The goals of this investigative report were to establish the facts and timeline of the event, and to receive recommendations to County policies and procedures for implementation.”
Following the conclusion of this examination, and after consulting with legal counsel, County Administrator Moore made the recommendation to Council that they waive their attorney-client privilege and release the report to the public. Beaufort County Council agreed and voted unanimously to accept that recommendation.
County Council Chairman Joseph Passiment noted the collaboration, stating that “Beaufort County Council is in full agreement with our Administration in releasing the report and its findings to the public and sharing with law enforcement. We will continue working together with our Administrator to implement the recommendations and develop policies necessary to foster confidence in our institutions.”
This report in its entirety has been shared with the South Carolina Law Enforcement Division (SLED), which may use it for any follow-up actions they deem appropriate. Beaufort County will continue to cooperate with law enforcement in this matter. We remain committed to fostering trust and confidence and ensuring transparency with county residents.
