Highlights and Actions: Community Services and Land Use Committee, Public Facilities and Safety Committee and Beaufort County Council Meetings

The Community Services and Land Use Committee met Monday afternoon and voted on several recommendations to fund due diligence and negotiate terms of acquisitions for several Green Space applications including:

  • Conservation easement application for Half Moon Island Road, Lobeco
  • Conservation easement application for Gregorie Neck Road, Yemassee
  • Fee simple application for Ullmer Road, Bluffton
  • Fee simple application for Mitchelville Road, Hilton Head Island

Matters arising out of Executive Session:

  • Motion was made to authorize the Interim County Administrator to start discussions and negotiations to purchase property at 76 May River Road

The Beaufort County Public Facilities and Safety Committee met Monday and voted on one item. 

  • Approval of resolution to adopt recommendations of the Sales Tax Advisory Committee's 2024 Sales Tax Referendum and move it to Council agenda for immediate action

The Beaufort County Council held their regular meeting beginning at 5 p.m., Monday evening. It was the final Council meeting of the year with a very lengthy agenda. 

Below are some highlights from that meeting:

  • Approval to authorized the Interim Administrator to negotiate and enter into a contract with Lowcountry Ferry, LLC to provide services to and from Daufuskie Island
  • Approval of resolution to adopt recommendations of the Sales Tax Advisory Committee's 2024 Sales Tax Referendum and move it to Council agenda for immediate action--time sensitive originating from Public Facilities and Safety Committee meeting
  • First reading of an ordinance appropriating funds from the State 2% Accommodations Tax--amended to dedicate funds for affordable housing
  • Public hearing and second reading for an ordinance authorizing the Interim County Administrator to enter into a lease agreement for:
    • 39 Airport Circle with Cindy Hollman
    • 39 Airport Circle with Matt Archer
  • Resolution to adopt Passive Parks Department use policy, application and fee schedule--after discussion voted to send back to Community Services and Land Use Committee for further modification
  • Approval of amended resolution reallocating $600,000 of American Rescue Plan Act (ARPA) for infrastructure projects to workforce housing projects

Highlights from the Consent Agenda:

  • Approval of second reading of ordinance authorizing the Interim Administrator to enter into a lease agreement for 39 Airport Circle with:
    • Tim Verroi
    • Beaufort Flight Training
  • Approve contract award to:
    • O'Quinn Marine for construction on Spanish Moss Trail Battery Creek Bridge repair
    • Paragon Builders for Buckwalter Recreation Center Generator
  • Third reading of an ordinance to amend Beaufort County's FY2024 Budget ordinance to provide rollover appropriations of $3,432,768 for Capital Improvement projects approved but not completed in FY2023
  • Appointment of Amanda Dickman, Library Director, to First Steps Local Partnership Board
  • Agencies, boards, and commissions appointments and reappointments

The next Community Services and Land Use Committee meeting will be Monday, January 8, at 3 p.m.

The next Public Facilities and Safety Committee meeting will be Monday, January 22, at 3 p.m.

The next regular County Council meeting will be Monday, January 8, at 5 p.m.
