Special Meeting Called by Beaufort County Chairman about Citizens Transportation Advisory Committee

Beaufort County Chairman Joe Passiment has called a Special Meeting of Council immediately following the Executive Committee and no sooner than 1:30 p.m., Monday, February 7.

The purpose of the meeting is to revisit the council resolution establishing the Citizens Transportation Advisory Committee. The Council will discuss amending the resolution so that only private citizens and not elected or public officials can serve on the committee. 

"Time is of the essence, and we must create and give clear guidance to this Committee so they may carry out their work with a very tight timeline," said Joe Passiment, Beaufort County Chairman. "It is our responsibility to voters to ensure that fellow citizens are looking at transportation issues and giving enough time for them to provide their critical input." 

Timeline for Monday, February 7 meetings are as follows:

Executive Committee @ 1p.m.

Special Called Meeting:  Immediately following the Executive Committee, no sooner than 1:30 p.m.

Natural Resources:  Immediately following the Special Called Meeting of County Council, no sooner than 2:00 p.m.

The meeting will clarify some language in the resolution passed at the County Council meeting Monday, January 24, 2022.

Transportation Citizens Advisory Committee was created to recommend a possible 2022 Transportation Sales Tax project list and/or value/duration limitation.

The Council approved the following process for the committee:

  1. Citizens committee be established that consists of one appointee from each of the eleven council districts and one from each of the six-county municipalities for a total of seventeen members.

  2. Jared Fralix, ACA for Engineering, serves as the committee's lead Beaufort County Staff person.

  3. The citizen's committee is charged with completing and preparing the following recommendations:
    1. A project list for the referendum question.
    2. The amount of the sales tax to be collected; and/or
    3. The duration of the sales tax period.

  4. That the committee completes its work by April 29, 2022.

  5. That the committee's recommendations be presented first to the Transportation Advisory Group (B-TAG), then to the Public Facilities Committee, then to County Council for consideration, adoption, and/or revision of a possible Referendum Question.

  6. The recommendations must comply with the requirements and limitations of the State enabling act.

The committee's recommendations shall be presented to County Council for consideration, adoption, and/or revision of the recommendation.
